नई दिल्‍ली। भले ही मोदी सरकार देश में 100 स्‍मार्ट सिटी बनाने का सपना देख रही है, लेकिन राज्‍यों में हकीकत कुछ और है। केंद्रीय शहरी विकास मंत्रालय के बार-बार कहने के बावजूद राज्‍य सरकारें अपने शहरों के मास्‍टर प्‍लान तक नहीं बना रही हैं। इस बार तो मंत्रालय ने बकायदा गाइडलाइंस जारी की हैं, जिसमें स्‍मार्ट सिटी, ग्रीन सिटी जैसे नए कंसेप्‍ट के आधार पर शहरों की प्‍लानिंग करने को कहा है, लेकिन तीन माह बीतने के बाद भी राज्‍य सरकारें इस ओर ध्‍यान नहीं दे रही हैं।

दो तिहाई शहरों के मास्‍टर प्‍लान नहीं

टाउन एंड कंट्री प्‍लानिंग ऑर्गनाइजेशन (टीसीपीओ) की एक रिपोर्ट बताती है कि देश के दो तिहाई शहरों के मास्‍टर प्‍लान नहीं हैं। अब तक देश के 7933 शहरों में से केवल 2100 शहरों के मास्‍टर प्‍लान ही अधिसूचित किए गए हैं। जबकि किसी भी शहर के नियोजित विकास और गर्वनेंस में पारदर्शिता के लिए मास्‍टर प्‍लान का अधिसूचित होना बेहद जरूरी है।

दो साल में छह बार लिखा पत्र

शहरों के मास्‍टर प्‍लान को लेकर केंद्र सरकार जितनी गंभीर है, राज्‍य सरकारें उतनी ही बेफिक्र हैं। केंद्रीय शहरी विकास मंत्रालय दो साल में अब तक छह पत्र भेज कर राज्‍य सरकारों से कह चुका है कि वे अपने शहरों के मास्‍टर प्‍लान बनाएं। पहला पत्र मई 2013 को भेजा गया था, जबकि दूसरा पत्र जुलाई 2013, तीसरा पत्र अक्‍टूबर 2013, चौथा पत्र दिसंबर 2013, पांचवा अप्रैल 2014 और छठा पत्र फरवरी 2015 में भेजा गया। फरवरी में भेजे गए पत्र के साथ गाइडलाइंस भी जारी की गई है, लेकिन अभी तक राज्‍य सरकारों ने इस पत्र के जवाब नहीं भेजा है। मंत्रालय के एक अधिकारी का कहना है कि इस बार राज्‍य सरकार को भेजे जाने वाले पत्र में कड़े शब्‍दों का इस्‍तेमाल किया जाएगा।

दस साल बाद बनी गाइडलाइंस

केंद्रीय शहरी विकास मंत्रालय ने फरवरी माह में अर्बन एंड रीजनल डेवलपमेंट प्‍लान फॉर्मूलेशन एंड इंप्‍लीमेंशन गाइडलाइंस जारी की। साथ ही, राज्‍य सरकारों से कहा कि इन गाइडलाइंस के मुताबिक शहरों के मास्‍टर प्‍लान बनाए जाएं। इससे पहले शहरों के डेवलपमेंट प्‍लान के लिए वर्ष 1996 में गाइडलाइंस तैयार की गई थी, लेकिन समय के साथ साथ शहरों की मांग बदली है। अर्थव्‍यवस्‍था का वैश्‍वीकरण हुआ और इंफॉरमेशन एंड टेक्‍नालॉजी का इस्‍तेमाल बढ़ा है, इसके चलते गाइडलाइंस में काफी बदलाव किया गया है। इन बदलावों में क्षेत्रवार योजना, भूमि उपयोग और परिवहन को योजना के स्‍तर पर ही एकीकरण, सर्विस लेवल बैंचमार्क, आपदा प्रबंधन की अवधारणा और गवर्नेंस रिफॉर्म शामिल हैं।

स्‍मार्ट सिटी पर विशेष ध्‍यान

गाइडलाइंस में स्‍मार्ट सिटी की परिकल्‍पना, योजना और क्रियान्‍वयन पर विशेष तरजीह दी गई है और कहा गया है‍ कि स्‍मार्ट सिटी में सूचनाओं का अदान प्रदान और टेक्‍नालॉजी को बढ़ावा दिया जाना है। स्‍पष्‍ट किया गया है कि स्‍मार्ट सिटी में बिजली की आपूर्ति मुख्‍य कदम होगा। इसके लिए स्‍मार्ट ग्रिड की अवधारणा को लागू किया जाए और शहर में बिजली का उत्‍पादन,लोड का वितरण, स्‍मार्ट मीटरिंग जैसे कदम उठाने को कहा गया है।

ट्रांसपोर्ट पर भी होगा फोकस

गाइडलाइंस में शहरों के लिए स्‍मार्ट ट्रांसपोर्टेशन सिस्‍टम लागू करने को भी कहा गया है। जैसे, लोगों को बसों के आने की सूचना, स्‍टॉप की सूचना, बेस्‍ट रूट की जानकारी, आसपास के सार्वजनिक स्‍थलों की जानकारी मोबाइल पर उपलब्‍ध कराई जाए। सड़कों पर इंटेलीजेंट ट्रैफिक सिस्‍टम की भी पैरवी की गई है। इसके अलावा वेब-बेस्‍ड सिक्‍योरिटी सिस्‍टम, हेल्‍थ केयर सिस्‍टम, समय को बचाने वाले टूल्‍स का इस्‍तेमाल करने को भी कहा गया है।

ग्रीन सिटी बनाने की सिफारिश

गाइडलाइंस में कहा गया है कि राज्‍य सरकारें शहरों को ग्रीन सिटी में बदलने के प्रयास करें, इसके लिए सरकारों को लैंड यूज और पब्लिक ट्रांसपोर्ट पर अधिक ध्‍यान देना होगा। लैंड यूज से आशय शहरों में हाईराइज बिल्डिंगें बना कर जमीन के अधिकतर हिस्‍से को हरित क्षेत्र में बदलने से है। गाइडलाइंस की सिफारिशों के मुताबिक शहरों में 25 से 35 फीसदी इलाका ओपन स्‍पेस रहना चाहिए। इसके अलावा पब्लिक ट्रांसपोर्ट का अधिक से अधिक इस्‍तेमाल कर निजी वाहनों पर अंकुश लगाया जाना चाहिए। साथ ही, प्रदूषण फैलाने वाले ईंधन का कम से कम इस्‍तेमाल किया जाना चाहिए।

टीओडी पर फोकस करने की सलाह

इसके अलावा टीसीपीओ ने पिछले कुछ सालों में अर्बन प्‍लानिंग के दौरान प्रचलन में आई अवधारणाओं को भी हर शहर की प्‍लानिंग का हिस्‍सा बनाने की भी सिफारिश की है। इसमें ट्रांजिट ओरियंट डेवलपमेंट (टीओडी) प्रमुख है। ध्‍यान रहे कि टीओडी की अवधारणा के मुताबिक शहरों का विकास इस तरह से करना है कि लोगों को अपनी रोजमर्रा की जरूरतों के लिए ज्‍यादा दूर न जाना पड़े और पब्लिक ट्रांसपोर्ट सिस्‍टम जैसे मेट्रो स्‍टेशन या बस स्‍टॉप चंद कदमों की दूरी पर हो।
